Participant Performance Standards

Minnesota established Family Literacy Quality Indicators in 1998. These Quality Indicators describe a continuum of program development and set standards for program inputs.  The next step was to establish Family Literacy Program Participant Standards. These Standards set goals for participant progress and comply with statutory requirements of the William F. Goodling Even Start Family Literacy Programs.(P.L. 106-554)

The Performance Standards were drafted by a group representing Early Childhood Educators, Adult Basic Educators, Parent Educators, Even Start Family Literacy local evaluators and Family Literacy program representatives. They include: Dianne Dayton, Family Literacy  Specialist, Bonnie Griffiths, Even Start State Coordinator and Sandy Simar, Head Start, from the Department of Children, Families & Learning; Martha Debelak, Osseo Even Start; Terry Donovan, Even Start Evaluator; Jackie Johnston, St. Louis Park Even Start; Dan Mueller, Even Start Evaluator, Julie Nigon, Rochester Even Start; Glen Palm, Even Start Evaluator and Wendy West, Bloomington Even Start.

The standards were reviewed by representatives of current Even Start grantees and by members of the Minnesota Family Literacy Consortium.  Members of the consortium include: Jan Bourdon, Migrant Education, Betty Cooke, Early Childhood & Family Support, Dianne Dayton, Family Literacy Specialist, Jane Delage, Minnesota Family Investment Program, Michael Eastman, Early Childhood Special Education, Lois Engstrom, Early Childhood & Family Support, Bonnie Griffiths, Even Start State Coordinator, Bella Hanson, Project Analyst-Family Literacy, Bonnie Herman, Moorhead ABE, Jackie Johnston, St. Louis Park Family Services Manager, Pat King, Title I, Sheryl Lockwood, Minnesota Family Investment Program, Matthew Mohs, Comprehensive School Reform, Debbykaye Peterson, School Readiness, Barry Shaffer, Adult Basic Education, Sandy Simar, Head Start, Vicki Ostrom, Cambridge-Isanti ABE, and Wendy West, Bloomington Even Start.
